1. Preheat your oven to 350°F (175°C). Grease and flour a 9×5-inch pan.
2. In a medium bowl, sift together the flour, cocoa powder, baking powder, baking soda, and salt. Set aside.
3. In a large mixing bowl, cream together the softened butter and sugar until light and fluffy.
4. Beat in the eggs, one at a time, then stir in the vanilla extract.
5. Gradually add the dry ingredients to the wet ingredients, alternating with the buttermilk, beginning and ending with the dry ingredients. Mix until just combined.
6. Fold in the chocolate chips.
7. Pour the batter into the prepared pan and smooth the top with a spatula.
8. Bake for 50-60 minutes, or until a toothpick inserted in the center comes out clean.
9. Let the cake cool in the pan for 10 minutes before transferring to a wire rack to cool
10. Spread caramel sauce on top and garnish with more chocolate chips if you like.
