Cook the Meat Filling: In a skillet, heat 1 tbsp butter. Add chopped onions, garlic, and rosemary, and sauté until softened. Add ground beef, salt, and pepper. Cook until browned. Prepare the Potato Mixture: Boil and mash the potatoes. In a bowl, mix the mashed potatoes with 2 beaten eggs, milk, butter, garlic, oregano, salt, and black pepper. Set aside.
